Description
Approval of the Teacher Evaluation System (TES) for 2015-16 which was approved by the Florida Department of Education on April 22, 2016.

10. ENTRY OF FINAL ORDER - ONESS V. SCHOOL BOARD
Description
This case involves whether an employee is eligible to receive a Best and Brightest Scholarship.  Following a hearing, Administrative Law Judge Lynne Quimby-Pennock from the Division of Administrative Hearings entered a Recommended Order recommending that the School Board enter a Final Order that Mr. Oness is not eligible for the Scholarship.  No party has filed exceptions.  The proposed Final Order adopts the ALJ's Recommended Order and finds that Mr. Oness is not eligible for a Best and Brightest Scholarship. 

Recommendation
That the Board enter the attached Final Order adopting Administrative Law Judge Lynne Quimby-Pennock's Recommended Order dated March 29, 2016 and finding that David Oness is not eligible for a Best and Brightest Scholarship.

Description

Description
In accordance with School Board Rule 5.39, fees must be approved yearly at a School Board meeting prior to the end of the school year.

Recommendation
That the elementary fees be approved as presented. This schedule reflects no increase in fees from last year.

13. APPROVAL OF THE HIGH SCHOOL STUDENT FEES FOR 2016-2017
Description

14. CERTIFICATION OF EDUCATIONAL FACILITIES INVENTORY
Description
Chapter 1013, F.S., requires School Board to certify annually that its educational facilities data within the Florida Inventory of School Houses is current and accurate. The district's data has been updated by the Plan Room within Construction Services to reflect all changes made since the 2015 certification.

Recommendation
That the School Board of Sarasota County certify that the district's educational facilities data is current and accurate

AGREEMENTS/CONTRACTS

15. APPROVAL OF THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SEMINOLE COUNTY, FLORIDA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR TITLE I SUPPORT AND TECHNICAL ASSISTANCE SERVICES
Description
This agreement details the relationship and responsibilities between the School Board of Seminole County, FL, and the School Board of Sarasota County, FL, for support and technical assistance regarding Title I and other ESSA programs.

Recommendation
That the School Board of Sarasota County approve the agreement for services by the School Board of Seminole County for Title I support and technical assistance as presented.

16. APPROVAL OF THE CHARTER BETWEEN SKY ACADEMY VENICE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The current charter for SKY Academy Venice, a charter school, expires on June 30, 2016. The School Board approved the SKY Academy Venice renewal application at the March 1, 2016 School Board meeting. A new charter has been negotiated with the school and is ready for Board consideration and approval.

Recommendation
That the charter between SKY Academy Venice and the School Board of Sarasota County, Florida be approved as presented.

17. APPROVAL OF THE CONTRACT BETWEEN AGILITY PHYSICAL THERAPY AND SPORTS PERFORMANCE, LLC AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
Agility Physical Therapy & Sports Performance, LLC agrees to provide certified trainers and related services to students participating in interscholastic sports and athletic activities at the following high schools: Booker High School, North Port High School, Riverview High School, Sarasota High School, and Venice High School.  The duration of this contract shall be for three years beginning July 1, 2014 through June 30, 2017.  Year three of the contract shall run from July 1, 2016 through June 30, 2017 and shall be payable in twelve payments of $26,075.00.

Recommendation
That the contract between Agility Physical Therapy and Sports Performance, LLC and the School Board of Sarasota County, Florida be approved as submitted.

18. APPROVAL OF THE AMENDMENT TO THE CHARTER CONTRACT BETWEEN ISLAND VILLAGE MONTESSORI CHARTER SCHOOL, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The amendment to the charter provides Island Village Montessori School the option to follow the district's annual school calendar or to establish and follow their own school calendar, as long as the school calendar adheres to the state's instructional days requirement and aligns to the district's assessment calendar.  By May 1st of each year the school shall submit to the district for approval the proposed school calendar for the following school year.



Recommendation

That the amendment to the charter for the Island Village Montessori School be approved as presented.

GRANTS

19. APPROVAL OF THE RESTORATIVE STRATEGIES FOR VULNERABLE POPULATIONS (RSVP) GRANT PROPOSAL TO THE W.K. KELLOGG FOUNDATION FOR ALL SCHOOLS
Description
COMPETITIVE: Grant funds of $305,100 will support staff training and implementation of restorative strategies throughout the district, with a focus on helping vulnerable students.

Recommendation
That the Restorative Strategies for Vulnerable Populations (RSVP) grant proposal be approved.

20. APPROVAL OF THE FLORIDA DIAGNOSTIC & LEARNING RESOURCES SYSTEM (FDLRS) GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR ALL SCHOOLS
Description
ENTITLEMENT: Grant funds of $1,065,383 will provide information, professional development and technical assistance to teachers in Charlotte, Manatee and Sarasota Counties to assist children and youth who are exceptional or have unique needs.

Recommendation
That the Florida Diagnostic & Learning Resources System (FDLRS) be approved.

21. APPROVAL OF THE TITLE I, PART A, EDUCATION OF DISADVANTAGED CHILDREN & YOUTH GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR ALL TITLE I SCHOOLS
Description
ENTITLEMENT: Grant funds of $8,781,255 will provide supplemental resources to participating schools to assist them in meeting the academic needs of their students in math, reading, writing and science.

Recommendation
That the Title I, Part A Education of Disadvantaged Children & Youth grant application be approved.

22. APPROVAL OF THE PREVENTING SUMMER LEARNING LOSS GRANT PROPOSAL TO THE AMICA COMPANIES FOUNDATION FOR EMMA E. BOOKER ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $12,500 will provide a three-week, intensive learning and enrichment program focused on second and third grade Emma E. Booker Elementary School students to improve reading skills and prevent summer learning loss.

Recommendation

23. APPROVAL OF THE LIGHTHOUSE ACADEMY GRANT PROPOSAL TO THE UNIVERSITY OF SOUTH FLORIDA SARASOTA-MANATEE'S GRANT TO THE NATIONAL INSTITUTE OF JUSTICE FOR SARASOTA HIGH SCHOOL AND ONE ADDITIONAL HIGH SCHOOL
Description
COMPETITIVE: Sub-grant of $3,350,000 will implement and study the effectiveness of The Lighthouse Academy as a special learning center for at-risk students and those who have committed offenses which might otherwise result in out-of-school suspension or assignment to an alternative school. University of South Florida Sarasota-Manatee professor, Jessica Grosholz, PhD, will submit the proposal to the National Institute of Justice's Comprehensive School Safety Initiative program and will lead the project. Initial project will focus on Sarasota High School and will expand to one additional school after two years.

Recommendation

24. APPROVAL OF THE SARASOTA COUNTY SCHOOLS - 24 BUS RETROFIT GRANT PROPOSAL TO THE U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA) FOR THE TRANSPORTATION DEPARTMENT
Description
COMPETITIVE: Grant funds of $267,750 will pay for materials, supplies and labor to install diesel particulate filter (DPF) units on 24 existing school buses to reduce emissions and extend their useful life.

Recommendation
That the Sarasota County Schools - 24 Bus Retrofit grant proposal be approved.

FIELD TRIPS

25. APPROVAL OF SUNCOAST TECHNICAL COLLEGE STUDENTS TO ATTEND SKILLS USA NATIONAL CONFERENCE IN LOUISVILLE, KENTUCKY ON JUNE 19-25, 2016
Description
Students will attend and compete nationally in events at the SkillsUSA National Conference.  SkillsUSA is a career and technical student organization promoting Leadership and Professionalism.


Recommendation
That the field trip for Suncoast Technical College students to the SkillsUSA National Conference in Louisville, Kentucky on June 19-25, 2016 be approved as presented.


MATERIALS MANAGEMENT

26. APPROVAL TO PURCHASE OFFICE AND CLASSROOM FURNITURE ON STATE CONTRACT
Description
The Materials Management Department requests permission to purchase office and classroom furniture from The Hon Company on the State of Florida Furniture Contract #425-001-12-1. Consolidating purchases under this agreement will result in discounts ranging from 59.7% to 74.0%. The funds for these purchases are contained in the capital budgets for new construction and individual cost center budgets.

Recommendation
That the purchase of furniture from The Hon Company, in an amount not to exceed $300,000.00, be approved as presented.

27. APPROVAL TO AWARD RFP #16-0147 FOR MARKETING, PUBLIC RELATIONS, AND ADVERTISING FOR STC
Description
Proposals to provide 'Marketing, Public Relations, and Advertising for STC' were received from five vendors on April 7, 2016. The proposal of Patterson/Bach Communications was the best proposal meeting the advertised specifications. This proposal is for a period of three years with an option to renew for two additional one-year periods. The funds for this purchase are contained in the Workforce Development budget.

Recommendation
That the proposal of Patterson/Bach Communications, for 'Marketing, Public Relations, and Advertising for STC' in an amount not to exceed $750,000.00 for a three-year period, be approved as presented.

28. APPROVAL TO AWARD BID #16-0040 FOR CLASSROOM INSTRUCTIONAL MATERIALS
Description
Bids to provide 'Classroom Instructional Materials' were received from sixteen vendors on April 6, 2016. The bids of Advanced Educational Products, Davidson Title, Inc., Encyclopedia Brittanica, Inc., ETA hand2mind, Follett School Solutions, Inc., Kaplan Early Learning Company, Lectorum Publications, Inc., Perma-Bound Books and Saddleback Educational, Inc., were the best low bids meeting the advertised specifications. Reasons for not selecting the apparent low bid are included with the bid tabulation. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the operating and internal account budgets of the schools.

Recommendation
That the bids of Advanced Educational Products, Davidson Title, Inc., Encyclopedia Brittanica, Inc., ETA hand2mind, Follett School Solutions, Inc., Kaplan Early Learning Company, Lectorum Publications, Inc., Perma-Bound Books, and Saddleback Educational, Inc., to provide 'Classroom Instructional Materials' in an amount not to exceed $100,000.00, be approved as presented.

29. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodian of the property (cost center heads) have certified it be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved as presented.

Description
The Facilities Services' change order is listed on the enclosed attachment. This change order is a decrease in gross contract dollars of $8,623.90.

Description
All work has been completed and all required close-out documents have been received from the contractor. The final project costs have been internally audited and are enclosed herein in change order #1 for approval. The Director of Facilities Services has determined that the project is complete in accordance with state statutes.

Description
The design/preconstruction costs have been internally audited and are enclosed herein the final payment to the contractor. The Director of Facilities Services has determined that the design portion of the project is complete in accordance with state statutes.

33. APPROVAL OF AMENDMENT #1 TO ARCHITECT'S CONTRACT FOR THE VENICE MIDDLE SCHOOL HVAC RENOVATION AND BUILDING UPGRADES PROJECT
Description
The scope of work for this amendment is to provide additional architectural, structural, MEP, and civil design services for modifications to the buildings and surrounding site at the request of Facilities Services. The total amount for these changes shall not exceed $134,817.00. These funds are available through the project budget.

Recommendation
That Amendment #1 to the Agreement dated March 1, 2016, with Harvard Jolly, Inc., for the Venice Middle School HVAC Renovation and Building Upgrades be approved as presented.

34. APPROVAL OF THE DELETION OF PORTABLES #98-327, #99-685, #99-705, #99-689 AND #99-704 AT TOLEDO BLADE ELEMENTARY SCHOOL
Description
The specified buildings are one-story portables that are in poor condition. The demolition value of these buildings has been proved by the Castaldi Formula Calculation. Funds for demolition are available in the capital projects account.

Recommendation
That the deletion of Portables #98-337, #99-685, #99-705, #99-689, and #99-704 at Toledo Blade Elementary School from the F.I.S.H. inventory for demolition, be approved as presented.
